ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION

No. 2018 – 45

URGING THE STATE OF HAWAI‘I TO CONTINUE LEGISLATIVE AND EXECUTIVE SUPPORT FOR THE HAWAI‘I SMALL BUSINESS INITIATIVE

WHEREAS, the Bylaws of the Association of Hawaiian Civic Clubs, Article IV, Section 2.i creates a standing committee with the objective to champion initiatives which foster entrepreneurship, business management, capital generation and government contracting by Native Hawaiians so as to form an economic base for our Native Hawaiian Government Entity; and

WHEREAS, small businesses are the lifeblood of the State’s economy and legislation is needed to promote the growth and development of small businesses in Hawai‘i; and

WHEREAS, small businesses owned by Native Hawaiians, veterans, and women are the most vulnerable and disadvantaged within our state; and

WHEREAS, the Hawai‘i State Legislature found that an initiative is needed to identify, quantify, and address the needs of these small businesses and to measure and track their present participation in state small business contracts; and

WHEREAS, in 2017, the Hawai‘i State Legislature passed House Bill 1382 and the Governor of the State of Hawaii signed the bill, thereby enacting into law Act 42, Session Laws of Hawai‘i 2017; and

WHEREAS, Act 42 (2017) establishes a small business initiative which includes the completion of a state small business database and development of administrative rules, small business advisory group, and appropriates funds for a procurement coordinator within the State Procurement Office; and

WHEREAS, the Native Hawaiian Chamber of Commerce has recently passed a resolution urging the State of Hawai‘i to continue legislative and executive support for the Hawaii Small Business Initiative.

NOW, THEREFORE, BE IT RESOLVED, by the Association of Hawaiian Civic Clubs at its 59th Annual Convention in Kalapaki, Kauaʻi, in the malama of Welehu and the rising of ʻOlepau, this 17th day of November 2018, urging the State of Hawai‘i to continue Legislative and Executive support for the Hawai‘i Small Business Initiative; and

BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives, Chair of the State Senate Committee on Hawaiian Affairs, Chair of the State House Committee on Ocean, Marine Resources & Hawaiian Affairs, Chair of the Board of Trustees of the Office of Hawaiian Affairs, and all county mayors.

 

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of Welehu and the rising of ‘Olepau on the 17th day of November 2018, at the 59th Annual Convention of the Association of Hawaiian Civic Clubs in Kalapaki, Kaua‘i.
