ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION

No. 2018 – 19

CONGRATULATING THE NEW WEST BROADCASTING – KWXX-FM AND ʻAHA PŪNANA LEO FOR 20 YEARS OF ʻŌLELO HAWAIʻI ON THE AIR VIA THE HAWAIIAN LANGUAGE RADIO PROGRAM ALANA I KAI HIKINA

WHEREAS, on February 16, 2018, Governor David Ige declared 2018 “Ke Au Hawaii: the Year of the Hawaiian” to honor the language, culture traditions, status, and history, of the Hawaiian people; and

WHEREAS, 2018 marks the 40th anniversary of the 1978 Hawai‘i State Constitution, Article X, Section 4, which promotes the study of Hawaiian culture, history and language, which paved the way for the establishment of Hawaiian Immersion programs; and

WHEREAS, 2018 marks the 25th anniversary of the formal apology from Congress and the president of the United States (President Clinton) to the Hawaiian people, for America’s role in the overthrow of the Hawaiian Kingdom on January 17, 1893; and

WHEREAS, 2018 also marks the 20th anniversary of ‘Ōlelo Hawai‘i on the air via Alana I Kai Hikina on radio station KWXX-FM; and

WHEREAS, the Alana I Kai Hikina Hawaiian language radio program was established in July 1998 as a Papa Semina project of Mākela Bruno, a student of the Hawaiian Studies Program of the University of Hawaiʻi at Hilo; and

WHEREAS, New West Broadcasting exhibited a commitment to serve the ʻŌlelo Hawaiʻi community by offering a home for Alana I Kai Hikina; and

WHEREAS, ʻAha Pūnana Leo and KWXX/New West Broadcasting entered into a partnership in 1998 to support ʻŌlelo Hawaiʻi on the air; and

WHEREAS, in July 2018, Alana I Kai Hikina celebrated 20 years of continuous radio via the Hawaiian language broadcasting on Hawaiʻi Island, and over ten years of simulcast over the internet; and

WHEREAS, over the past 20 years, Alana I Kai Hikina has served hundreds of students through engagement in broadcasting activities through the Hawaiian Language; and

WHEREAS, Alana I Kai Hikina serves as an informal career pathway as evidenced by three of the program’s DJʻs first starting as student volunteers; and

WHEREAS, Alana I Kai Hikina serves as a venue to disseminate current information relevant to the Native Hawaiian and Hawaiian-speaking communities through the Hawaiian language and world view; and

NOW, THEREFORE, BE IT RESOLVED, by the Association of Hawaiian Civic Clubs at its 59th Annual Convention in Kalapaki, Kauaʻi, in the malama of Welehu and the rising of ʻOlepau, this 17th day of November 2018, congratulating New West Broadcasting – KWXX-FM and ʻAha Pūnana Leo for 20 years of ʻŌlelo Hawaiʻi on the air via the Hawaiian Language radio program Alana I Kai Hikina; and

BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to Chris Leonard of New West Broadcasting/KWXX-FM, ʻEkekela Aiona of ʻAha Pūnana Leo, Pelekikena ʻAha Hui Siwila ʻo Ke Aloha ʻĀina, Keiki Kawaiʻaeʻa Dean of Ka Haka ʻUla ʻo Keʻelikōlani/UH-Hilo, and Kaimana Barcarse (lead DJ of Alana I Kai Hikina), as well as the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives, Chairs of the State Senate Committees on Higher Education and Hawaiian Affairs, Chairs of the State House Committees on Higher Education and Ocean Marine Resources, & Hawaiian Affairs, Chair of the University of Hawai‘i Board of Regents, Chair of the Board of Trustees of the Office of Hawaiian Affairs, and all Hawaiʻi County Mayors.

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of Welehu and the rising of ‘Olepau on the 17th day of November 2018, at the 59th Annual Convention of the Association of Hawaiian Civic Clubs in Kalapaki, Kaua‘i.
