ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION 

No. 2017 – 47

REQUESTING THE STATE OF HAWAI‘I DEPARTMENT OF EDUCATION SUBMIT A REPORT TO THE BOARD OF EDUCATION AND HAWAI‘I STATE LEGISLATURE OF UNUTILIZED, LAPSED FEDERAL GRANT REVENUE FOR PUBLIC EDUCATION

WHEREAS, federal funds are allocated to Hawaii for public education through formula block or competitive discretionary funding sources; must be utilized for specific purposes within specified periods of time; or be returned to the federal government (e.g., lapsed funds); and

WHEREAS, federal funds have an identifying Catalog of Federal Domestic Assistance (CFDA) number categorizing funding and identifying its federal intended purpose and compliance guidelines; and

WHEREAS, a clear understanding of all federal funds available for public education in Hawaii, their purposes and expiration date is critical to inform decisions regarding the total funding of public education in Hawai‘i; and

WHEREAS, the Financial Audit reports of the State of Hawai‘i, Department of Education, contains a Statement of Revenues and Expenditures – Budget and Action (Non-GAAP Budgetary Basis) – Federal Fund schedules for the fiscal years ended June 30, 2013, 14, 15, and 16, reported an “Unfavorable Variance” (actual revenue less than budgeted revenue) of $179,445,025, $177,229,372, $224,689,126, $184,373,825 respectively, for federal grant revenue; 

NOW, THEREFORE, BE IT RESOLVED by the Association of Hawaiian Civic Clubs at its 58th Annual Convention in Seattle, Washington, in the malama of ʻIkuwā and the rising of Māhealani, this 4th day of November 2017, that we request the State of Hawai‘i, Department of Education submit a report to the Board of Education (BOE) and Hawai`i State Legislature of unutilized, lapsed federal grant revenue for public education; and

BE IT FURTHER RESOLVED, the report should identify, for the most recent five fiscal years, all federal titled, discretionary and formula driven funds, by CFDA number, that were not expended or “drawn down” resulting in the funds lapsing and no longer being available to the State of Hawai‘i; and

BE IT FURTHER RESOLVED that certified copies of this Resolution and the final report will be transmitted to the Chair of the Board of Education, the Superintendent of the Department of Education, the Chair and Executive Director of the State Public Charter School Commission, Education Chair of the State Senate and Education Chair of the House of Representatives as well as the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives, Chair of the State Senate Committee on Hawaiian Affairs, Chair of the State House Committee on Ocean, Marine Resources, & Hawaiian Affairs, Chair of the Board of Trustees of the Office of Hawaiian Affairs, all County Mayors.

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of ʻIkuwā and the rising of Māhealani on the 4th day of November 2017, at the 58th Annual Convention of the Association of Hawaiian Civic Clubs in Seattle, Washington.
