ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION

No. 2018 – 29

URGING ALL HAWAIIAN CIVIC CLUBS TO SPONSOR ANNUAL BREAST CANCER AWARENESS EDUCATION CAMPAIGNS BETWEEN NOVEMBER 2018 AND SEPTEMBER 2019

WHEREAS, breast cancer is the most common cancer diagnosed in women in Hawai‘i; and

WHEREAS, Native Hawaiian women have the highest rates of newly diagnosed cases among women from all ethnic groups in Hawai‘i; and

WHEREAS, annually, an average of 1,107 women in Hawai‘i are diagnosed with invasive breast cancer, while another 300 are diagnosed with in situ breast cancer, or very early stage tumors that have not invaded surrounding tissues; and

WHEREAS, Native Hawaiians have a greater proportion (29%) of late stage breast cancers compared to the other major racial/ethnic groups, in Hawai‘i; and

WHEREAS, an average of 125 women die of breast cancer each year in Hawai‘i; and

WHEREAS, Native Hawaiians have the highest incidence (occurrence) and mortality (death) rates from breast cancer among women from all ethnic groups, in Hawai‘i; and

WHEREAS, invasive breast cancer incidence rates in Hawai‘i increased nearly 2% per year over the past 10 years (2004 to 2013); and

WHEREAS, invasive breast cancer mortality (death) rates declined over the past decade; and

WHEREAS, Hawai‘i ranks #6 in the United States for invasive breast cancer incidence: 134.4 per year over the past 10 years (2004 to 2013); and

WHEREAS, Hawai‘i has the lowest breast cancer mortality in the country: 14.5 per 100.000 in Hawai‘i compared to 21.5 per 100,000 in the U.S. overall in 2009 to 2013; and

WHEREAS, most breast cancers (73%) are diagnosed at early stages (in situ or localized); 23% are diagnosed at late stages; and

WHEREAS, annual medical examinations routinely detect breast cancer in early and more treatable stages that protect life; and

NOW, THEREFORE, BE IT RESOLVED, by the Association of Hawaiian Civic Clubs at its 59th Annual Convention in Kalapaki, Kauaʻi, in the malama of Welehu and the rising of ʻOlepau, this 17th day of November 2018, urging all Hawaiian Civic Clubs to sponsor annual breast cancer awareness education campaigns between November 2018 and September 2019; and

BE IT FURTHER RESOLVED, that the Association of Hawaiian Civic Clubs appoint a Campaign Coordinator, and that all Hawaiian Civic Clubs designate Campaign Coordinators to plan for and lead an Association-wide campaign of breast health education and protection for all female Hawaiian Civic Club members; and

BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to Executive Director of Papa Ola Lōkahi, Director of the University of Hawai‘i Cancer Center, Dean of the John A. Burns School of Medicine, Executive Director of the American Cancer Society, Director of the State of Hawai‘i Department of Health, Chair of the Hawai‘i Comprehensive Cancer Coalition, as well as the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives, Chair of the State Senate Committee on Hawaiian Affairs, Chair of the State House Committee on Ocean, Marine Resources & Hawaiian Affairs, Chair of the Board of Trustees of the Office of Hawaiian Affairs, and all County Mayors.

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of Welehu and the rising of ‘Olepau on the 17th day of November 2018, at the 59th Annual Convention of the Association of Hawaiian Civic Clubs in Kalapaki, Kaua‘i.
