ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION

No. 2018 – 27

URGING THE ASSOCIATION OF HAWAIIAN CIVIC CLUBS TO ESTABLISH A HAWAIIAN LANGUAGE CAUCUS OR FORUM AT EACH CONVENTION OF THE ASSOCIATION IN ORDER TO OFFER A VENUE DURING CONVENTIONS AT WHICH THE HAWAIIAN LANGUAGE CAN BE USED AS THE MEDIUM OF DISCUSSION OF HAWAIIAN LANGUAGE RELATED RESOLUTIONS AND ISSUES

WHEREAS, the Hawaiian language is one of two official languages of the State of Hawai‘i; and

WHEREAS, Hawaiian language has been the official language of Hawai‘i for 40 years, since the State of Hawai‘i Constitutional Convention of 1978; and

WHEREAS, all Native Hawaiians (whether they speak Hawaiian, or not) have a genealogical and ethnic connection to the Hawaiian Language; and

WHEREAS, all Native Hawaiians and Hawai‘i residents have a responsibility toward the protection, preservation and amplification of the Hawaiian Language; and

WHEREAS, the number of Hawaiian language speakers attending the Association of Hawaiian Civic Clubs conventions has increased; and

WHEREAS, the Association has regularly advocated for the Hawaiian language through the adoption of resolutions, capacity surveys and other means of support; and

WHEREAS, the Association has two Hawaiian language advocacy clubs, the Kuini Pi‘olani Hawaiian Civic Club and ‘Ahahui Sīwila ‘o Ke Aloha ‘Āina; and

WHEREAS, the Association has adopted several dual language resolutions, establishing the functionality of the Hawaiian language in the forum of the Association’s convention; and

WHEREAS, the Association should be commended for its encouragement, promotion and advocating of the Hawaiian language; and

WHEREAS, the creation of a Hawaiian language forum or caucus will allow for Association members attending the annual conventions to discuss resolutions and issues centered on the Hawaiian language in the Hawaiian language prior to the opening plenary; and

NOW, THEREFORE, BE IT RESOLVED, by the Association of Hawaiian Civic Clubs at its 59th Annual Convention in Kalapaki, Kauaʻi, in the malama of Welehu and the rising of ʻOlepau, this 17th day of November 2018, urging it to establish a caucus or forum at each convention of the Association in order to offer a venue during conventions at which Hawaiian Language can be used as the medium of discussion of Hawaiian language related resolutions and issues; and

BE IT FURTHER RESOLVED, that copies of this resolution be transmitted to the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives, Chair of the State Senate Committee on Hawaiian Affairs, Chair of the State House Committee on Ocean, Marine Resources & Hawaiian Affairs, Chair of the Board of Trustees of the Office of Hawaiian Affairs, and all County Mayors.

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of Welehu and the rising of ‘Olepau on the 17th day of November 2018, at the 59th Annual Convention of the Association of Hawaiian Civic Clubs in Kalapaki, Kaua‘i.
