ASSOCIATION OF HAWAIIAN CIVIC CLUBS

A RESOLUTION

No. 2018 – 11

URGING THE HAWAIʻI STATE LEGISLATURE TO MAKE AN APPROPRIATION TO THE TEMPORARY COMMISSION ON THE 13TH FESTIVAL OF PACIFIC ARTS TO PLAN FOR THE FESTIVAL OF PACIFIC ARTS TO BE HELD IN HONOLULU FROM JUNE 10-20, 2020

WHEREAS, the Festival of Pacific Arts has been held approximately every four years since its founding in 1972, bringing together a delegation of at 2,500 artists, performers, and cultural practitioners from different nations in Oceania to preserve and perpetuate the arts and cultures of their indigenous peoples; and

WHEREAS, the Festival of Pacific Arts is the largest gathering in which Pacific peoples unite to respect and appreciate one another, and during the festival, delegations from 27 Pacific island nations and territories share and exchange their cultures; and

WHEREAS, visitors from around the world attend the Festival of Pacific Arts to appreciate what the artists, performers, cultural practitioners, and host country have to offer, thereby creating a global market for art, ideas, and products; and

WHEREAS, Hawaiʻi, for the first time, has been selected to host the Festival of Pacific Arts in 2020, and in preparation, a temporary commission on the 13th Festival of Pacific Arts was established by Act 104, Session Laws of Hawai‘i 2017; and

WHEREAS, in 2016, at it’s 57th Annual Convention in Las Vegas, Nevada, the Association of Hawaiian Civic Club’s adpoted Resolution 16-9: Supporting the 13th Festival of Pacific Arts & Culture (FESTPAC) Hawai‘i 2020 to be held in Hawai‘i June 10-20, 2020; and

WHEREAS, the Temporary Commission on the 13th Festival of Pacific Arts will need a significant amount of funds (Guam hosted in 2016 the festival at a cost of $24 million) from both the public and private sectors to sucessfully host the 13th Festival of Pacific Arts and Culture; and

WHEREAS, in 2018, Act 142 was passed by the Hawai‘i State Legislature and signed into law by the Governor that appropriated $950,000 to the Temporary Commission for the Thirteenth Festival of Pacific Arts to plan for the festival in 2020; and

WHEREAS, a 2016 study conducted by the Guam Office of Public Accountability found that the 12th Festivval of Pacific Arts and Culture in Guam resulted in a 25% increase in vistor arrivals, a $125 million benefit to the islandʻs economy and supported more than 1,500 jobs; and

NOW, THEREFORE, BE IT RESOLVED, by the Association of Hawaiian Civic Clubs at its 59th Annual Convention in Kalapaki, Kauaʻi, in the malama of Welehu and the rising of ʻOlepau, this 17th day of November 2018, that it urging the Hawaiʻi State Legislature to make an appropriation to the Temporary Commission on the 13th Festival of Pacific Arts to plan for the Festival of Pacific Arts to be held in Honolulu from June 10 – 20, 2020; and

BE IT FURTHER RESOLVED, that the Association of Hawaiian Civic Clubs urges the State of Hawai‘i to appropriate]the sum of $5,000,000 or so much thereof as may be necessary for Fiscal Year 2019-2020 for the commission to plan for the Festival of Pacific Arts to be held in Honolulu from June 10-20, 2020; and

BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to the Chair of the Temporary Commission on the 13th Festival of Pacific Arts, Chair of the State Senate Committee on Judiciary, International Affairs and Cultural Arts, Chair of the State House Committee on Veterans, Military & International Affairs & Culture and the Arts, as well as to the Governor of the State of Hawai‘i, President of the State Senate, Speaker of the State House of Representatives; Chair of the State Senate Committee on Hawaiian Affairs; Chair of the State House Committee on Ocean, Marine Resources, & Hawaiian Affairs, Chair of the Board of Trustees of the Office of Hawaiian Affairs, and that copies of this resolution be transmitted to all County Mayors

The undersigned hereby certifies that the foregoing Resolution was duly adopted in the malama of Welehu and the rising of ‘Olepau on the 17th day of November 2018, at the 59th Annual Convention of the Association of Hawaiian Civic Clubs in Kalapaki, Kaua‘i.
